Unless otherwise provided herein, this chapter shall only apply to the service area of the Palm Bay Utilities where the Utilities Department provides or plans to provide wastewater service and/or reclaimed water service in accordance with the provisions of the City's Comprehensive Plan. From time to time the Palm Bay Utilities shall designate certain geographical areas within the City as reclaimed water usage areas. The requirements of this chapter shall only apply to the specific geographical areas thus designated as reclaimed water usage areas.
