§ 37.05  WAGE AND SALARY SCALE.
   (A)   The city adopts the following wage and salary scale for employees of the city.  The numerical grade contained therein are defined as the grades established under the classification system, contained in § 37.05. The steps contained in the wage and salary scale are based upon years of service of an employee of the city and the job title to which the employee is assigned, except that supervisors who are promoted from within the department shall receive credit for all time that they have served with the city.  All raises employees receive based upon years of service shall take effect on July 1 of the appropriate year of service, regardless of the time during the year that the employee achieves the actual year of service.  No employee shall receive a decrease in pay under this system of classification and wage and salary scale than the employee received under the system formally in effect. 
   (B)   As stated herein, the letter “H” in the wage and salary scale means “hourly,” the letter “W” means “weekly,” the letters “BW” means “bi-weekly,” the letter “M” means “monthly,” and the letter “A” means “annually.”  All employees shall be paid on an hourly basis, except the following employees who shall be paid on a monthly basis:  City Clerk, Assistant City Clerk, City Treasurer, Police Chief, Fire Chief, Sanitation Supervisor, Street Supervisor, Recreation Activities Coordinator.  The wage and salary scale is adopted as follows:
