§ 50.23  COMMERCIAL CUSTOMERS TO PLACE GARBAGE IN BINS OR DUMPSTERS.
   (A)   All commercial customers whose volume of garbage exceeds four yards per month shall place their garbage in dumpsters for pickup.  No city employee will remove any garbage from any bin, and no city employee will pick up any garbage not contained in a dumpster.  All businesses will be required to maintain dumpsters in a safe and proper working order.  Any business that maintains a dumpster that is not in working order, upon notification from the Sanitation Supervisor, shall promptly repair any such dumpster. If repairs are not made in a reasonable period of time, city employees will not pick up garbage from the offending dumpster or dumpsters.  The customer will be charged the usual rate during the time of cessation of garbage and pickup until such time as the customer brings the dumpster into compliance with this chapter.

   (B)   All dumpsters and bins shall be equipped with wheels, so as to be movable or mobile, and there shall be provided on the premises of the commercial establishments sufficient space for the city garbage trucks to maneuver and conveniently empty the dumpsters and bins.
   (C)   Each such commercial establishment shall maintain a sufficient number of dumpsters or bins to accommodate and hold all the garbage produced by the establishment.  Under no circumstances shall any garbage, litter or other waste material be stored outside the bins or dumpsters.
   (D)   All such bins and dumpsters shall be so constructed as to be enclosed fully, and rodent-proof.
   (E)   Notwithstanding any other provision of this chapter, clean cardboard boxes may be stored outside of bins or dumpsters if the same are first broken down, or torn or folded so as to become flat.
