It shall be unlawful for anyone to place litter, refuse, garbage, hazardous material, metal, wood, brick, stone, building debris, petroleum distillate or product, paint or paint cans, or any other waste materials in any garbage container, bin, dumpster or other receptacle belonging to or on the premises of someone other than themselves, whether it be individual or commercial.
