No garbage or refuse shall be collected by any authorized agency or person unless it is placed and maintained as designated by the city official in charge of garbage and refuse collection. The containers shall be placed in an alley adjacent to the property line or other convenient place for trucking, the place to be designated by the city official in charge of garbage and refuse collection and at an hour to be specified by him. All containers shall be kept in a safe and sanitary condition at all times. Evidence of neglect of this requirement will be determined by the city official in charge of garbage and refuse collection and will result in the containers being collected, after the owner has been notified.
