The City shall furnish, install, construct and maintain at its own expense for each consumer, except as otherwise provided herein, as follows:
(a) One standard overhead service loop, where the consumer’s premises abut upon existing overhead distribution lines of the City, adequate and suitable for consumer supply, extending from such lines to the property of the consumer or to such point on consumer premises as agreed upon by the City, and make the necessary connection between its service wires and the wiring of the consumer; residential; to the load side of the meter socket except where a mast kit is required, then the City will come to the point of attachment; commercial and industrial; to the point of attachment on building.
(b) Where service is underground, the City shall provide and install the transformers and the high voltage cable to the primary side of the transformers. The City does not provide conduit or trenching from the transformers to the riser pole or any secondary equipment or facilities.
(c) Standard transformers and appurtenances for one transformation from a supply voltage as determined by the City to a standard secondary voltage at one or more points of transformation as determined by the City. The City may, in its discretion, change the supply voltage of one or more consumers in which event such consumers shall provide the space which may be needed for the placement of service equipment, including transformers, on their premises. Where the supply voltage of a particular consumer is changed in order to provide for his increased load requirements, he shall comply with Section 1335.07(b).
(d) Standard metering apparatus, (at location specified by the City) except for commercial or industrial supply, where consumer is responsible for installation of meter sockets at location specified by the City.
(e) Any wiring, equipment or facilities installed by the City to serve the consumer, except the general distribution lines of the City and except such wiring, equipment and facilities as the City is required to furnish at its own expense as provided in this section, shall be paid for by the consumer on the basis of estimates of costs prepared by the City.
Any change of service location, wiring, equipment, facilities or type of service, including temporary changes, or any additional wiring, equipment or facilities which the City may make or install at the request of the consumer shall be paid for by the consumer on the basis of estimates of costs prepared by the City.
The cost of any change of existing overhead distribution lines or new lines to underground construction which is required by a consumer shall be paid for by the consumer served therein, by flat charge of proportional charge. The consumer shall pay for the difference in cost between underground and aerial construction.
Any of such wiring, equipment and facilities shall be and remain property of the City.
(f) The City may extend or reinforce its overhead transmission and distribution lines to provide capacity in areas where the prospective loads are sufficient to justify the cost of construction, or will negotiate agreements with prospective or existing consumers, provided that the necessary authorization for required construction and locations as determined by the City are issued to the City, except in those cases where other applicable codes require private expenditure.
