All electricity furnished by the City to separate installations of a consumer shall be billed and charged separately at the applicable rates and charges, except that under the following conditions meter registrations of two or more installations on the same premises may be combined for billing purposes.
(a) Where the City, in the process of changing the class of supply to a consumer, installs or maintains on one premises two or more service connections with separate metering equipment for furnishing different classes of supply, but only during the period of time reasonably required to make such change. Provided, however, that the meter registrations of the several installations on one premises may be combined for billing purposes where the City elects, for engineering reasons affecting the supply of its service, to install or maintain at the same or different locations on one premises two or more service connections with separate metering equipment, from the same or different classes of supply.
(b) Where service equipment, including transformers, is specified by the City to be placed on the consumer's premises to provide him with service or thereafter provide for his increased load requirements, whether or not a change in supply voltage is involved, the consumer shall furnish the space needed for all such equipment at a suitable location; shall furnish approved supports or an approved enclosure with suitable natural or forced ventilation; and shall make suitable arrangements so that any structure on the consumer's premises, or any use or occupancy of such premises will not interfere with the use and operation of the wires and equipment constructed by the City on such premises.
