Any person feeling aggrieved by any assessment, may protest the same, in writing filed with the Collector, and shall have the right to be heard thereon in person or by agent or attorney before Council; and should the assessment prove to be erroneous, it shall be corrected by Council as to amount or user or both; and as so corrected shall relate back to the date as of which or on which, as provided in Section 951.05
