Such assessments shall be made as of July 1, 1984, and continue in like fashion thereafter. Should the status of any such user be changed or hereafter changed such fiscal year, his assessment shall be pro-rated upon the basis of the nearest number of whole months as of the time of notice by him of such change to the Collector, if hereafter changed and if paid, a refund shall be made accordingly. Anyone becoming such user during a fiscal year after July 1,1984, shall be assessed at the rate determined as above provided, pro-rated upon the same basis.
