The Collector shall give notice, by mail, to each user, addressed to him at Paden City, West Virginia, of the amount of the assessment for such service, when the roll of said assessments is completed; or if made thereafter, as provided in Section 951.05
, when made. No assessment however, shall be invalidated by reason of failure to give such notice.
