Effective on the 1st day of February, 1996, all customers of the Paden City Water System who own a swimming pool, will pay the following rates for each fill-up:

Customers of the Paden City Water System who owns a swimming pool and are therefore subject to the aforementioned swimming pool rates shall be charged pursuant to the potential depth of the subject swimming pool at its deepest point regardless of the amount of water actually used in the swimming pool and regardless of the circumference or shape of the pool.
The swimming pool fee shall be in addition to regular water usage rates, shall be payable in full at the time the fill-up is made and will be charged to all customers who own a swimming pool.
It shall be the responsibility of the pool owner to notify the City of each fill-up.
