The annual license fee to exhibit to the public any theatrical performance, other than one exhibited by the holder of a license under the provisions of Section 755.17
shall be five dollars ($5.00) per week or fraction of a week. This section shall not apply to performances given by amateurs, educational institutions, or nonprofit literary, dramatic, benevolent, religious, or patriotic organizations.
