For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ANTI-TRACKING CONSTRUCTION ENTRANCE. An erosion control device used to reduce the tracking of sediment from a construction site onto a public highway. Refer to the definition “Construction Entrance” in the publication entitled Connecticut Guidelines for Soil Erosion and Sediment Control, revised 1988, for a complete description of acceptable devices.
COMPLETION BOND. A form of security, in an amount determined by the Town Engineer and a form acceptable to Town Counsel, that is deposited with the town by an applicant to insure completion of outstanding driveway improvements or to remove or correct nonconforming items. The security may or may not have a specified time period associated with it. The town reserves the right to call this bond and use its proceeds to complete the remaining improvements if the driveway is not completed in the required time period.
DRIVEWAY ENFORCEMENT OFFICER. The Driveway Enforcement Officer shall be an individual appointed by the Board of Selectmen and charged with enforcing the provisions of the driveway subchapter.
DRIVEWAY LENGTH. The length of a driveway shall be measured along the centerline of the driveway from the roadway gutter line to the house.
GRAVEL. Any of the following; broken or washed stone; bank run gravel; processed aggregate; or reclaimed miscellaneous aggregate as defined by and meeting the requirements of the latest edition of the Connecticut Department of Transportation Standard Specifications for Roads, Bridges and Incidental Construction.
IMPROVEMENT LOCATION SURVEY. A type of survey defined by Conn. Gen. Stat. § 20-300b-2.(c)(3) which, for the purposes of this subchapter, is required to illustrate the compliance of a particular driveway to all of the standards of this subchapter and any particular conditions of an individual permit. Refer to § 98.069 for a description of the information which is required on this plan.
INSPECTION. A visit to the project location for the purpose of observing existing conditions and reviewing the general conformity of a driveway to the terms of this subchapter and any special permit conditions. An INSPECTION is not to be interpreted to mean a thorough or continuous inspection of the work performed or any type of guarantee that the work was performed correctly.
PAVING. A permanent non-erodable surface treatment and may include any of the following types of surfaces:
(1) Hot-mixed or cold-mixed bituininous concrete pavement meeting the requirements of the latest edition of the Connecticut Department of Transportation Standard Specifications for Roads, Bridges and Incidental Construction;
(2) A liquid asphalt pavement, with a minimum asphalt content of one and one-quarter gallons/s.y., with a sand or armor coat surface;
(3) A portland cement concrete pavement;
(4) Brick, concrete or cobblestone type pavers; and
(5) Similar type surface treatments subject to the review and approval of the Town Engineer.
PUBLIC HIGHWAY. Any roadway which is owned and maintained by the state or town. A proposed roadway which is properly bonded and currently under construction shall also be considered a PUBLIC HIGHWAY for the purpose of this subchapter.
RECONSTRUCTION. Any work to an existing driveway which affects the paved apron or which materially changes the location, width, alignment or grade of the driveway.
REINSPECTION. A repeat inspection of the project location for the same purpose, as a result of any circumstance that is under the control of the applicant. A REINSPECTION shall not be performed until the necessary reinspection fee has been paid by the applicant
TOWN ENGINEER. The Town Engineer as appointed by the Board of Selectmen or another licensed professional engineer specifically appointed by the Board of Selectmen to administer the driveway subchapter.
