§ 98.069 INSPECTION AND ADMINISTRATION.
   (A)   Proposed driveway locations will be inspected prior to issuance of a driveway permit in order to review actual field conditions and determine any special conditions which might need to be addressed by a particular driveway. In order to facilitate this inspection, the applicant shall mark the location of the proposed driveway in the field.
   (B)   The anti-tracking construction entrance will be inspected initially and periodically during the construction phase.
   (C)   All drainage improvements that are constructed within the town or state right-of-way shall be subject to review, approval and inspection prior to backfilling by the appropriate town or state official(s).
   (D)   Upon submittal of a properly certified improvement location survey plan from the applicant, the Driveway Enforcement Officer (will) shall review the submitted survey plan and the completed driveway, within five (5) three (3) working days, to determine conformity with the terms and conditions of this subchapter and any special conditions associated with the permit.
   (E)   Upon receipt of an application to vary or modify the standards of this subchapter, the Town Engineer and the Driveway Enforcement Officer will visit the project site to observe the actual field conditions and formulate an opinion on the variances requested.
   (F)   Upon the request of an applicant to post a completion bond in lieu of completing all of the necessary improvements, the applicant will furnish the Town Engineer with an improvement location survey plan so he or she may compute the required amount of the completion bond.
   (G)   The following information, at a minimum, shall be included on the improvement location survey plan required in divisions (D) and (F) above:
      (1)   Location of nearest property line and the distance to the closest edge of the driveway. streetline location;
      (2)   Driveway width and cleared area width;
      (3)   Percent of grade of the various sections of the driveway;
      (4)   Driveway alignment and radii of turns greater than 45º;
      (5)   Length of driveway, limits of the paved apron (including radii) and limits and types of driveway surface materials;
      (6)   Size and location of Fire Department turnaround area;
      (7)   Sight line distances;
      (8)   Elevations of the driveway apron centerline at the top and bottom of the lip or roll (gutter line) and at the streetline;
      (9)   Slope rights which may encumber the property or that are in favor of the property;
      (10)   Drainage structures, culverts, swales, easements, guide rails and any other feature that may be required; and
      (11)   A statement by the surveyor that the driveway does or does not conform to the requirements of the driveway subchapter. In the case of driveways which do not conform to the subchapter, the appropriate section numbers shall be cited.
