§ 98.050 CONNECTION.
   No person, firm or corporation or any company shall make any connection or construct pipe line for surface or sub-surface drainage to the stormwater system of the town except as herein provided.
   (A)   The property owner shall have signed a waiver of claim relieving the town of all responsibility for any and all damages resulting from the connection and specifically relinquishing any claim the property owner may otherwise have against the town caused by the backing up of drain water through the drain system.
   (B)   No one shall be allowed to drain water by means of pipes into an open gutter or discharge to the ground surface at the highway line unless authorized by the Director and in no instance if an underground drainage system exists in the street abutting the property to be drained.
   (C)   The Director of Public Works or his or her agent may specify the location at which a connection may be made to the system.
   (D)   Where openings of the pavement is required, it shall in all instances conform with previous sections of this chapter.
   (E)   Neither this section nor any of its term of provisions shall apply to the Town Department of Public Works.
