353.05 PAYMENT; AMOUNTS AND TIME LIMITATIONS.
   (a)   The owner or operator of a vehicle, upon entering a single-space meter space, or a multi-space meter space, garage, or lot during the hours of operation as provided in Section 353.03(a), shall immediately deposit, or cause to be deposited in the appropriate meter or multi-space meter, the required fee in coins or cash (where allowed) of the United States, or by token, credit card, parking card or other methods as approved by the Chief of Police. Failure to do so shall constitute a violation of this section. Upon deposit of the appropriate funds the parking space may be lawfully occupied by such vehicle during the period of parking time prescribed for the particular amount deposited.
   (b)   If any vehicle is left parked in a single-space meter space for such length of time that the single-space meter indicates by a proper signal that the lawful parking period has expired, such vehicle shall be parked overtime in violation of this section and the parking of such vehicle overtime shall be unlawful. Parking a vehicle during any unexpired time remaining on a meter and left by a prior user of the meter shall not be considered a violation of this section or of subsection (a).
   (c)   If a multi-space meter is out of order or unable to accept payment or issue a receipt, payment shall be made at the next available multi-space meter. In no case shall parking in a multi-space meter area be allowed without payment, except as otherwise described. If any vehicle is left parked in a multi-space meter space for such length of time in excess of the parking time prescribed for the particular amount deposited, such vehicle shall be parked overtime in violation of this section and the parking of such vehicle overtime shall be unlawful.
   (d)   Rates for single-space and multi-space meters shall be set by the Fee Ordinance.
