(a) No owner or operator of any motor or other vehicle shall park such vehicle in a parking meter zone between the hours of 9:00 a.m. and 8:00 p.m. on Mondays through Saturdays, legal holidays excepted, for more than two hours or for such other periods of time so designated on the meters or on appropriate signs.
(b) Parking meter zones shall be designated on report and recommendation from the Chief of Police to the City Manager, by written order of the City Manager. Modification of the parking meter zones shall be by subsequent written order of the City Manager. All City Manager orders designating parking meter zones shall be kept on file with the Clerk of Council.
(c) Municipal Off-Street Parking.
(1) At the Municipal parking garage at Main and Walnut, the hours and days of operation, period of time allowed for parking, as well as lease terms, agreements and fees shall be determined by written order of the City Manager on report and recommendation from the Chief of Police.
(2) At the Municipal off-street parking lot at Main and Church, the number of multi-space meter spaces, hours and days of operation and the period of time allowed for parking in those spaces shall be determined by written order of the City Manager on report and recommendation from the Chief of Police.
