No person, not being an authorized agent, employee or officer of the City, shall open, close or interfere with any fire hydrants, regulator, gate valve, curb stop, corporation stop, or any other appurtenance of a water main, service line or other line or apparatus, used or intended for the conducting of water, or tap, open or make any unauthorized connection with any such water main or line, provided that nothing herein contained shall apply to anything done by, or under the authority of the Fire Department.
