If the meter is damaged or fails to operate for any reason, the Finance Director will render a bill for the current period, based upon an average of the last two corresponding periods; provided that there is no particular reason why the use during that period has not been normal. In case the last two corresponding periods cannot be properly used, then the bill shall be based upon the average amount registered during such period of time, not less than three months either prior to or after the date of failure of meter registration as the Finance Director may direct.
