The City shall not be liable for any failure or neglect to respond appropriately upon receipt of an alarm from such a device, nor for the failure or neglect of any person or with a franchise, in connection with the installation and operation of equipment, nor for the failure of the transmission of alarm signals and pre-recorded alarm messages, or the relaying of such signals and messages. In the event that the City finds it necessary to disconnect a defective automatic dialing system or signaling device, the City shall incur no liability by such action.
