739.05 SYSTEM STANDARDS.
   (a)   No alarm user permit shall be issued for any alarm, which can be activated by a failure in the electrical current from the utility. Systems shall be equipped with a secondary power source, which shall hold the alarm readiness for a minimum of fifteen minutes or shall be rendered inoperable by such power interruption. In addition, all fire alarms shall comply with NFPA Code.
   (b)   No alarm user permit shall be issued or renewed for any audible alarm or automatic dialer alarm system designed to detect an intrusion which does not have an automatic cutoff which discontinues the alarm signal within fifteen minutes after activation.
   (c)   No alarm user permit shall be issued for any new installation of an automatic dialer alarm system.
   (d)   All alarm installations incorporating an entrance/exit device must permit a delay of twenty seconds minimum before actual activation of the system.
   (e)    No alarm user permit shall be issued to an audible alarm, which resembles the sound of any emergency signal or civil defense alarm or siren. All local alarms shall have the capacity to reset themselves within fifteen minutes from the time it was activated.
   (f)    Every alarm business selling, leasing or furnishing to any user an alarm system which is installed on premises located within the City shall furnish the user with instructions that provide information to enable the user to operate the alarm system properly and to obtain service for the alarm system at any time.
   (g)    Emergency alarm buttons are to be used only to send an automatic alarm to signal an unauthorized entry or a robbery to the Police Department.
      (1)   The activation of a panic alarm is intended to signal the Police Department of an emergency situation.
      (2)   Therefore, through the use of a device of this nature, the user grants to the Police Department the right to conduct any investigation deemed necessary to investigate and verify the authenticity of the alarm.
      (3)   It shall be deemed a violation of this chapter if a panic device is activated for anything other than that specified in this section.
   (h)    Every new system installed after the effective date of this chapter shall comply with the above standards.
   (i)    Every alarm system existing before the effective date of this chapter shall be placed in compliance with the above standards no later than sixty days after such effective date.
