No person shall operate within the City any motor bus or motor coach or bus unless:
(a) A franchise for the operation is approved by Council.
(b) A policy of liability insurance has been deposited with and accepted by the City Manager, written by a company authorized to write such policies in the State, approved by the City Attorney for the benefit of any person injured in person or property or by the death of another by reason of the operation of such vehicle, in the sum of not less than one hundred thousand dollars ($100,000) on account of the injury or death of any one person in any one accident, not less than three hundred thousand dollars ($300,000) on account of the injury or death of more than one person in any one accident, and not less than twenty thousand dollars ($20,000) property damage in any one accident. The policy shall provide that the City shall be held harmless and named in the policy as a principal party covered.
(c) Vehicles used as buses shall meet all State requirements for safety and a certificate shall be presented to the City Manager showing thereon the number of vehicles used in the City, and the fact that they have checked for safety and found fit for the safe transportation of passengers. Vehicles shall be inspected quarterly and new certificates supplied to the City each quarter.
(d) The owner of any motor coach or bus operated under such franchise shall obtain an annual bus license from the City and pay the fee required by Section 705.03. Such bus license shall expire on December 31 of each year. Licenses issued on or after July 1 of any year shall be issued at one-half the annual license fee.
(e) Routes to be covered shall be approved in advance by the City Manager, and once approved, shall not be changed without such change also being approved by the City Manager.
(f) The number of trips per day over a given route shall be approved by the City Manager, and such number of trips shall not be increased or decreased without the approval of the City Manager. Temporary increases in trips on approved routes because of special events shall not require approval of the City Manager.
(g) Regular bus stops shall be established by the operator and approved by the City Manager. No bus stops shall be established or used without the written approval of the City Manager.

(h) The City Manager, for reasons of public safety, may alter bus routes or portions thereof, and/or bus stops from time to time, after conferring with the franchisee concerning such action and providing the franchisee with reasonable notice of any such alteration.
