(A) Surcharge rates shall be based upon the actual cost for treating wastewater at the wastewater plant. Industries required to contribute such surcharges shall be billed on a monthly basis, the surcharge based upon the average strength of those composite samples taken during the previous month and appropriate flow records.
(B) Surcharge rates may be revised where necessary to reflect current treatment costs. The excessive strength surcharge shall be calculated based on the following formulas:
BOD | (Cost/Pound X (Strength of discharge, MG/L-280 X (Quantity of discharge*, MG) X (8.34) |
Suspended Solids | (Cost/Pound X (Strength of discharge, MG/L-220 X (Quantity of discharge*, MG) X (8.34) |
Ammonia Nitrogen | (Cost/Pound X (Strength of discharge, MG/L-20 X (Quantity of discharge*, MG) X (8.34) |
Oil and Grease | (Cost/Pound X (Strength of discharge, MG/L-100 X (Quantity of discharge*, MG) X (8.34) |
*Total quantity of wastewater during surcharge period, million gallons.
(C) No reduction in sewage service charges, fees or taxes shall be permitted because of the fact that certain wastewaters discharged to the sanitary sewer contain less than the maximum allowable concentrations. Unusually high BOD, suspended solids, ammonia nitrogen and/or COD may be prohibited from discharge to the sanitary sewer until properly pretreated to within the maximum allowable concentration limits. Such pretreatment shall be required in lieu of surcharges when it is found that the existing wastewater treatment facility can no longer adequately treat incoming wastewaters to within NPDES/KPDES limits due to the excessive strength of the waste.
