The owner shall be required to make application, obtain and make payment for all necessary easements, rights-of-way, or permits required to make installation of a water or sewer connection to the utility. Following installation of the connection, any easement shall transfer and become the property of the utility. If any installation requires a bore under county or state maintained highways, the owner shall be responsible for all bores and assume all liability for same. The utility may allow cutting of city streets for installation of water or sewer main in accordance with those requirements of the city.
