§ 36.049 BYLAWS.
   (A)   The Planning Commission shall adopt and approve its bylaws before it may properly transact any business.
   (B)   The bylaws shall set forth the procedures, rules and regulations necessary for the Commission to conduct its business. The bylaws shall describe the method for administration of funds and provide for an annual audit thereof.
