No person shall sweep, rake, throw, blow, or otherwise deposit any leaves, grass, or other debris onto any sidewalk, street, or other public way of the city, except when such debris is placed in a bag or other container for the purpose of a regularly scheduled, collection, pickup, or city-authorized leaf removal.
