The authority to issue such permits and to enforce the provisions of this chapter shall be and is hereby vested in the Mayor of the city, and he or she may in writing revoke or suspend any permit which is violated. He or she shall cause a permanent record to be kept of all permits issued, suspended or revoked, and shall retain duplications of all permits issued.
