§ 93.04 LITTER ON PUBLIC WAYS AND PLACES; NOTICE.
   The Mayor shall cause the lots and public ways in the city to be inspected at appropriate times, and upon learning of any violation of this chapter, he or she shall cause notice to be served upon the occupant of any lot upon which such violation exists requiring the collection, enclosure or removal of such litter within four days. If such notice is not complied with, a second such notice shall be given. If a second notice is not complied with, a third such notice shall be given, and if it is not complied with, appropriate legal action shall be taken.
