For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
LITTERING. Consisting of:
(1) Scattering or permitting the scattering of loose paper, boxes, cartons, cans, scraps or other forms of rubbish and trash, so as to present an untidy or disorderly appearance, or to constitute a condition offensive to sight or smell, upon a lot or public way in the city, or so as to permit such litter to blow upon other lots or public ways in said city; and
(2) Permitting such litter to accumulate or to remain upon one’s lot so as to constitute such a condition.
