§ 91.30 DEFINITION.
   For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   NUISANCE. A problem structure and any condition or use of public or private property or premises, or of building exteriors which substantially annoy, injure or endanger the comfort, health, repose or safety of the public which causes or tends to cause substantial diminution of the value of other property in the neighborhood in which such premises are located, or which creates a stench or odor noxious and offensive to those in the neighborhood or passers-by on the public street or ways.
