(A) It shall be unlawful to discharge to any natural outlet within the city, or in any area under the jurisdiction of the city and/or to the POTW any wastewater except as authorized by the Superintendent in accordance with the provisions of this chapter.
(B) (1) Any agency and/or industries outside the jurisdiction of the city that wish to contribute wastewaters to the POTW must first sign (through an authorized representative) an inter-jurisdictional agreement whereby the agency and/or industrial user agrees to be regulated by all provisions of this chapter, state and federal regulations.
(2) An industrial user discharge permit may then be issued by the Superintendent in accordance with § 52.081 of this code.
