Each owner of house, building or property used for human occupancy, employment, recreation or other purposes, situated within the city and to which sewer service is made available by the city, is hereby required at his or her expense to install suitable toilet facilities therein and to connect the facilities directly with the available public sewer in accordance with the requirements of this chapter.
