(A) The Waterworks Commission shall consist of five members, two of which shall be members of the City Council, and three shall be suitable persons, residents and legal voters of the city, and possess the same qualifications as a member of the City Council.
(B) The Commission shall be appointed by the Mayor, subject to approval of the members of the City Council. The Commission shall have the power to select its own Chairperson and other officers and such employees as may be needed.
