(A) A person who fails to apply for and receive a permit prior to beginning any construction is subject to a fine which is further set forth below:
(1) One hundred and fifty dollars if the permit is obtained within seven days of being notified of the failure to obtain the required permit; and
(2) Two hundred and fifty dollars if the permit is obtained eight days or more after being notified of the failure to obtain the required permit.
(B) Whenever a person which is either an applicant for a building permit or an obtainer of a building permit owes fees, including checks returned for insufficient funds, permit fees or inspection fees owed pursuant to this Code to the Building Commissioner, the Building Commissioner may withhold the issuance of subsequently requested permits until such time that the debt is satisfied.
(C) Whenever a person applies for a building permit for a structure that is not being used or constructed in conformance with applicable provisions of an applicable zoning ordinance or other ordinance relating to land use, the Building Commissioner is authorized to withhold the issuance of requested permits until such time that the property is brought into conformance with applicable ordinances.
