Prior to the approval of a final plat by the Council, the subdivider shall have agreed, in the manner set forth in §§ 155.085 through 155.090 of this chapter, to install or pay for the installation of on-site improvements as set forth in this section. Such improvements shall be made in conformity with the construction plans approved by the City Engineer and be in conformity with all applicable standards and ordinances of the city.
