§ 155.002 PURPOSE AND INTENT.
   (A)   Each new subdivision becomes a permanent unit in the basic physical structure of the future community, a unit to which the future community will of necessity be forced to adhere. Piecemeal planning of such subdivisions, without correlation to the city plan, will bring a disconnected patchwork of plats and poor circulation of traffic. In order that new subdivisions will contribute toward an attractive, orderly, stable and wholesome community environment; to ensure that the city has the ability to provide an adequate level of municipal services; and to promote the efficient movement of traffic, all subdivisions hereafter platted within the jurisdiction of the city shall in all respects fully comply with the regulations hereinafter set forth in these regulations.
   (B)   Pursuant to the authority contained in Minn. Stat. § 462.358, as it may be amended from time to time, this chapter is adopted for the following purposes:
      (1)   To protect and promote the public health, safety and general welfare;
      (2)   To provide for the orderly, economic and safe development of land;
      (3)   To preserve agricultural lands;
      (4)   To promote the availability of housing affordable to persons and families of all income levels; and
      (5)   To facilitate adequate provision for transportation, water, sewage, storm drainage, schools, parks, playgrounds and other public services and facilities.
