If an existing non-conforming sign is found to be not in compliance with ordinance height and/or sign area requirements, it shall be the duty of the Planning Commission and the Board of Adjustment and Appeals to consider a variance application and make a finding of fact based upon consideration of the following:
(A) Present replacement value of sign, sign structure and initial investment of same;
(B) Structural and/or superficial condition of sign and sign structure; and
(C) Age of sign and sign structure.
