Every person erecting signs in the city shall, before a permit is granted to install, erect or repair a sign or sign structure in the public right-of-way, or which sign would be in the public right-of-way if laid down, shall file with the city’s Building Inspector a certificate of liability insurance, including completed operations insurance, of not less than $300,000 combined single limit or equivalent, and the city shall be a named additional insured.
