It shall be the duty of the Building Inspector, upon the filing of an application for a permit, to examine such plans, specifications and other data, and the premises upon which it is proposed to erect the sign. If it shall appear that the proposed structure is in compliance with all the requirements of this chapter and all other laws and ordinances of the city, the permit shall then be issued. If the work authorized under a permit has not been completed within one year after the date of issuance, the permit shall be null and void.
