Before commencing any moving, the person in charge of such work shall make an application in writing to the Building Official for a permit to use and occupy the streets and alleys or other public grounds for such work, and shall in such application state the route to be taken, the time when such work is to be commenced, and also that he or she, by such work, will not do any damage to such streets, public grounds or other property and present a currently valid state building mover’s license.
