No person shall, without a permit therefor, drive or propel, or cause to be driven or propelled, or stop, park or have any vehicle upon the streets or on any public place in the city with any musical instrument or device, or amplifying equipment playing music or emitting sounds for the purpose of commercial advertising. This shall not prohibit the use of radios installed or being transported in vehicles, nor shall it prohibit the playing of bands or orchestras in concerts or formal parades, or candidates for public office or religious purpose or other public enterprises.

No person shall use, maintain or operate in Central Park in the city any radio device or mechanical musical instrument or sound device or amplifying equipment of any kind, for any reason, without first having obtained a permit therefor, as provided in this subchapter; provided, however, that, no such permit shall be required for the playing of bands or orchestras in said Central Park.
