Any person desiring to secure a license or doing the work of a plumber shall make application in writing therefor to the city. No license shall be issued to anyone not having a license as a master plumber from the state. The Building Official shall, upon being satisfied that the applicant is a person trained and skilled in the business and qualified to receive a license, direct that such license be issued to such applicant by the City Clerk-Treasurer upon compliance with the requirements of the following sections of this subchapter.
