§ 116.29 STANDARDS FOR ISSUANCE.
   A license to operate automobile races, tractor pulls, demolition derbies or any other motorized activities of a like nature at the County Fairgrounds shall be granted by the City Council when, in consideration of the application and from such other information as may otherwise be obtained, the City Council finds that the following conditions are met:
   (A)   The proposed use complies with all applicable state and city zoning, building, fire, health and sanitation regulations;
   (B)   The City Council determines that the applicant has adequate plans for ensuring compliance with the regulations of this subchapter;
   (C)   There are sufficient parking places near the fairgrounds to accommodate the number of vehicles reasonably expected;
   (D)   The City Council determines that the event planned for the fairgrounds in the proposed location on the proposed date(s) will not be detrimental to the health, welfare or safety of the citizens of the city;
   (E)   The City Council determines that the applicant has adequate plans for ensuring the safety and security of participants, spectators and the citizens of the city; and
   (F)   The Council may grant any licenses subject to such conditions as it deems appropriate to protect the health, welfare and safety of the community.
