(A) The city is concerned that the operation of automobile races, tractor pulls, demolition derbies and other motorized activities of a like nature, held at the County Fairgrounds, within the city can lead to excessive traffic, visual and environmental impacts on the city and increased need for public safety resources. The city finds that these activities negatively impact surrounding properties and other outdoor activities within the city through the generation of excessive traffic and through generation of excessive noise emitted from traffic, races, speakers, participants and spectators.
(B) The purpose of this subchapter is to regulate such activities in order to protect the health, safety and general welfare of the general public and surrounding properties.
