No public dance shall be held or conducted between the hours of 1:00 a.m. and 6:00 a.m. any day, nor on Sunday between the hours of 1:00 a.m. and 12:00 noon thereof. In all other cases, the Council, in issuing any permit for such public dance, may fix the hours within which such dance may be held, not inconsistent with the foregoing.
