Whenever the investigation of an application for registration certificate indicates that the dwelling unit does not comply with the provisions of this subchapter, and from the nature of the violations, the dwelling cannot be brought up to meet the minimum requirements, the Fire Chief shall return the application to the applicant stating the reasons for the rejection of the application.
