§ 31.09 PARLIAMENTARY PRACTICE.
   The rules of parliamentary practice, embraced in Robert’s Rules of Order Revised, as amended, shall govern the Council in all cases to which they are applicable, and in which they are not inconsistent with the Charter of the city and the standing rules of the Council. The City Attorney shall act as parliamentarian and the President or, in his or her absence, the presiding officer shall decide the questions of order, subject to an appeal to the Council.
