§ 31.08 SILENCE CONSTITUTING AFFIRMATIVE VOTE; MAJORITY VOTE CONSTRUED.
   On a voice vote where no roll is called and where no ballots are cast, unless a member of the Council stated that he or she is not voting, his or her silence shall be recorded as an affirmative vote. Where a mere majority vote on the proposition is required and there is a quorum present, it shall be sufficient to carry such proposition if the number voting on such proposition shall be a majority of the votes actually cast; provided that, the number voting in favor of such proposition shall equal a majority of all the members of the Council.
