§ 31.05 PRESIDING OFFICER.
   The President and Vice-President shall be elected biennially at the first regular meeting after the biennial election by the members from their membership. The President, or Vice-President in the President’s absence or at the President’s request, shall be the presiding officer of the Council. The President of the Council or, in his or her absence, the Vice-President of the Council shall take the chair precisely at the hour appointed by the meeting and shall immediately call the Council to order.
