(A) Time. The first regular meeting after the biennial election shall be held on the first Tuesday of January in such year. Thereafter, the City Council shall hold regular meetings on the first and third Tuesday of each month at the hour as designated by resolution of the Council; provided, however, that, when the day fixed for any regular meeting of the Council falls upon a day designated by law as a legal or a national holiday, such meeting shall be held at the same hour on the next succeeding day, not a holiday.
(B) Place. All regular meetings of the Council shall be held in the Council Chambers in the city administration building in said city; provided, however, that, such regular meetings may be from time to time adjourned to such other time or location as may be determined by the Council.
